the suggestions in the last part of the telegram.

The above is on the assumption that it is really/to go so far in the direction of guaranteeing

the native Banks, It cannot be a matter of complete

indifference to the British Banks whether the native

Banks fail or not and, under the proposal, they are making themselves pretty comfortable. They might well be expected in view of their own interests to take some risk, say, one-third. This would moreover give the Banks a direct interest in managing the debts they take over to the best advantage.
